Strategic Plan for Attracting International Investment and Talent to Madrid 2025-2028: “Madrid, Capital City for Business, Investment, and Talent (MCC-BIT)”

The Madrid City Council is seeking technical assistance to develop a comprehensive strategic plan aimed at boosting international investment and talent. This plan will include a diagnostic assessment of the current landscape of investment, talent, and foreign businesses in Madrid, a set of actionable recommendations for improving these areas, and a global strategy to enhance the city’s appeal as a hub for economic activity.

The General Directorate of Economy of the Madrid City Council recognizes that the city’s economic growth is strongly driven by attracting foreign companies, international talent, and foreign investment. International contributions are essential for creating high-quality jobs and fostering economic development. Foreign direct investment (FDI), particularly greenfield investments—those that establish new operations rather than acquiring existing ones—are crucial for modernization and job creation. Additionally, attracting international talent enriches the local business environment and strengthens human capital and productivity.

To address these needs, the City Council aims to undertake a thorough analysis and strategic planning process to improve the city’s investment climate and international appeal. The resulting Strategic Plan for Attracting International Investment and Talent 2025-2028: “Madrid, Capital City for Business, Investment, and Talent (MCC-BIT)” will outline key strategies for positioning Madrid as a leading destination for global investment, offering a favorable environment for investors, and enhancing the city’s international image and reputation.

The goals of this project are to:

_Position Madrid as a premier destination for investment in targeted sectors.

_Attract and facilitate new foreign investment projects.

_Actively support and expand existing investments.

_Improve Madrid’s overall investment climate.

Strengthen Madrid’s role as a centre for international mediation and arbitration.

The project is set to commence on February 1, 2025, and will be completed within a maximum of 5 months.
